Preheat the oven to 170 C
Cook broccoli until tender. I used frozen broccoli to save time.
Chop broccoli into bite size pieces and place them in an ovenproof form.
In a saucepan, melt butter.
Add flour and whisk fast.
Add milk and whisk fast until the milk and flour is combined.
Season the sauce with salt and white pepper, let it come to a simmer and thicken.
Pour the sauce over the broccoli, then top with some grated cheese and panko.
Bake for 10 min, then raise the temperature to 200 C and bake for another 5 - 10 min.
